Chief Clinical Quality Officer

Functional or Program Area: Clinical Quality & Performance

Reports to: Chief Executive Officer

The Chief Clinical Quality Officer provides strategic leadership and operational oversight for FACHC members’ operational, clinical, Health Center Controlled Network (HCCN), and Accountable Care Organization (ACO) initiatives. This role supports the advancement of quality improvement, performance excellence, and value-based care initiatives across Florida’s Community Health Centers (CHCs).

The Chief Clinical Quality Officer ensures that member health centers receive effective, data-informed technical assistance, training, and consultation that strengthen clinical quality, patient safety, and cost-effective care delivery. The position also leads FACHC’s efforts in optimizing Health Information Technology (HIT) and Electronic Health Record (EHR) systems to improve clinical outcomes, reporting accuracy, and patient engagement. The Chief Clinical Quality Officer will report to FACHC’s CEO and supervise other clinically related staff.

NOTE: Applicants must be current or anticipated residents of Florida. While FACHC’s main office is located in Tallahassee, FL, a remote or hybrid work arrangement may be considered based on organizational needs and the candidate’s qualifications.

Duties and Responsibilities HCCN & ACO Management

Lead strategic management of HCCN and ACO programs, ensuring compliance with CMS, HRSA, and payer quality metrics.

Collaborate with CHC leadership and financial teams to align operational strategies with value-based care goals.

Monitor performance data and support health centers in implementing strategies to optimize patient care and financial outcomes.

Promote improved communication and coordination for high-risk or high-need patient populations.

Partner with CHCs and population health teams to address disparities and strengthen clinical quality improvement.

Quality & Performance Improvement

Direct all quality improvement (QI), performance improvement (PI), and patient safety initiatives related to HCCN and ACO participation.

Analyze clinical performance and operational data to support evidence-based decisions and reporting.

Serve as liaison to HCCN and ACO committees and present clinical quality updates to senior leadership and the Board of Directors.

Foster a culture of continuous improvement, patient-centered care, and service excellence across the network.

Regulatory Compliance & Risk Management

Ensure adherence to federal, state, and local regulations related to clinical quality and value-based care participation.

Identify and mitigate clinical and operational risk areas, implementing preventive and corrective strategies as needed.

Partnerships & Community Engagement

Represent FACHC at local, state, and national meetings related to clinical quality, HIT, and ACO/HCCN programs.

Build collaborative relationships with state agencies, national associations, and partner organizations to strengthen program effectiveness.

Advocate for improved population health outcomes and CHC participation in innovative care delivery models.

Health Information Technology (HIT) & EHR Support

Provide technical guidance and training on HIT and EHR optimization to improve quality reporting, interoperability, and clinical efficiency.

Conduct EHR assessments and deliver actionable recommendations to CHCs and leadership.

Support the implementation and integration of data systems for external reporting and value-based payment programs.

Develop and deliver training materials, webinars, and resources that enhance clinical and technical capabilities.

Promote the effective use of patient portals, remote monitoring, and other HIT tools to achieve care coordination and efficiency goals.

Maintain strict confidentiality of all member and organizational information, exercising sound judgment and discretion in all activities.

Other Duties Perform other duties as assigned and in support of FACHC’s mission and strategic goals.

Position Specifications

Doctoral or Master’s degree in Healthcare Administration, Public Health, Nursing, or related clinical field.

Clinical license (APRN, RN, or equivalent) strongly preferred. Minimum four years of progressive experience in healthcare leadership, clinical operations, or quality improvement, preferably in a community health center setting.

Proven experience with value-based care models, HCCN or ACO management, and health IT optimization.

Strong leadership, facilitation, and communication skills, with demonstrated success in multi-stakeholder environments.

Proficiency in Microsoft Office and familiarity with EHR (Athena, eCW, EPIC, etc) and data management systems.

Commitment to improving access, quality, and equity in community-based healthcare.

Willingness to travel statewide and nationally as required.

Essential Skills and Requirements

Eligible to work in the United States and pass background screenings. Ability to uphold the values of FACHC.

Proficiency in Microsoft Office Suite.

Strong understanding of community-based and primary healthcare delivery systems.

Ability to manage multiple projects, meet deadlines, and demonstrate excellent organizational and communication skills.

Experience collecting, analyzing, and interpreting clinical and statistical data. Ability to work collaboratively with health centers, partners, and internal teams.

Positions Managed/Supervised Director, Clinical Programs

Financial Responsibilities Responsible for managing program budgets, contracts, and expenditures related to HCCN, ACO, and quality initiatives. Ensures effective use of funds in alignment with FACHC’s strategic priorities and grant requirements.

Nature of the Work Travel will vary by project and location of health center, but will be a required component for this position. Primarily Sedentary in nature; however, position does require periods of time where an individual may have to stand for a presentation or training; requires lifting and transporting of necessary materials/equipment.
