Director of Workforce Programs

Functional or Program Area: Workforce

Reports to: Chief Operating Officer

The Director of Workforce Programs (DWP) provides support to Florida’s health centers in their efforts to recruit, retain, and train a strong primary care and administrative workforce. This position will implement FACHC’s training programs and workforce grant requirements for Florida’s community health centers in collaboration with external partners, as applicable and appropriate.

The preferred candidate for this position will have experience in identifying and working with resources and partners that specialize in health professions workforce development.

NOTE: Applicants must be current or anticipated residents of Florida. While FACHC’s main office is located in Tallahassee, FL, a remote or hybrid work arrangement may be considered based on organizational needs and the candidate’s qualifications.

Duties and Responsibilities:

Under the guidance of the CEO and COO, will be responsible for continuous review, implementation, management, and updating of a comprehensive FACHC Workforce Strategy.

Performs assigned duties related to facilitating and collaborating with individual(s) at CHCs designated by CHC CEOs to include, but not limited to, identifying and understanding workforce needs and partnerships in support of project objectives.

Builds and sustains pipelines into CHC careers through partnerships with academic institutions, training programs, and workforce boards, including apprenticeship, residency, and fellowship development.

Monitors workforce-related policy and funding opportunities at the federal, state, and local levels, providing guidance to CHCs on implications and opportunities.

Executes duties related to developing strategies and trainings in line with the FACHC Workforce Strategy, Cooperative Agreement, and external contracts/partnerships.

Develops and delivers supportive resources, such as peer networks, training events, webinars, and conference calls to support health center success.

Provides technical assistance via email, phone, conference call, and on-site to health center locations; provides troubleshooting and assists in addressing barriers as needed.

In coordination with FACHC leadership, design and monitor workforce program planning and budgets for optimal use of available resources in meeting objectives.

Completes all required grant reporting and coordinates with COO to submit in assigned systems. This includes managing project records, documents, and data/databases to ensure accuracy.

Engages with stakeholders and facilitates resource connections and partnerships with workforce, education, and training partners in support of FACHC workforce project objectives and Health Center needs.

Represents FACHC with federal, state, and local partners and supports strategic partnerships on behalf of Health Centers.

Contributes to a positive work environment at FACHC, which promotes continuous learning, optimization of skills, communication, and collaboration across teams.

Position Specifications:

Bachelor’s degree in healthcare, education, or related field required; Master’s degree preferred.

Four (4) years hands-on experience in workforce development or recruitment/retention role – preference given if experience is in healthcare-related industry.

Apprenticeship program, on-the-job training, and/or CareerSource Florida experience preferred Strong focus and experience in workforce recruitment and coordination with professional school program development.

Significant communication skills in written and verbal interactions, showcases clear and concise manner.

Experience providing in-person and online trainings.

Essential Skills and Requirements:

Eligible to work in the United States and pass background screenings Ability to uphold the values of FACHC Proficiency in Microsoft Office Suite Possess solid understanding of the not-for-profit primary health care sector.

Possess experience hosting meaningful training and providing responsive technical assistance. Ability to manage project timelines, meet deadlines, demonstrate excellent organization skills.

Ability to collect, analyze, compile, and interpret technical and/or statistical data. Ability to interpret policies and procedures.

Financial Responsibilities: Managing program budgets, personal time sheet, coordinating agreements and related payments, expense reporting

Nature of the Work: Travel will vary by project and location of health center, but will be a required component for this position. Primarily Sedentary in nature; however, position does require periods of time where an individual may have to stand for a presentation or training; requires lifting and transporting of necessary materials/equipmen.
